Have you read about Day2Story.com, which is a similar -- analogous -- idea started by a student.
Essentially, it lets editors publish potential budgets for the week -- and readers vote on the specific stories they are interested in.
It never got off the ground, I don't think, but Media Shift had a story about it. Might be interesting conceptually to think about it.
Even if it doesn't launch, I hope you bounce ideas off folks here. I know there are 2 start ups, for instance, that I'm working with who are here. We share ideas all the time.

Yeah about Ning ... totally. Some Gannett folks are here next week and want to discuss different tools that aren't delivered from corporate to do a ton more stuff that will enable us to be better, quicker, smarter and more nimble.
Still trying to get folks to get their brains wrapped about even a bit of how tools like these can really make reporting easier. Doing some training now on RSS, boards, Twitter and the like inside our shop to show how effective all be be. It's an uphill battle most days.
Pluck is just a few short days away .. one reason haven't gotten back to you to kick around some ideas, per our earlier conversation. Redesign, Pluck and the like has been making me a busy girl.
How is the project going? Haven't really devoted as much time as I should to reading on all you are doing. You are working with Alexis, too right?
We have been trying to connect on a similar idea we have had to use social networks for crime reporting, etc., etc.
